These questions seem to have the same answers, but if the staff member was not online, ask the person to stop, verbal warning, then mute. Screenshot the chat and show it to the member in question. If they were online, then I would allow them a chance to deal with it, and step in if need be.

Delete the comments, pm them to stop, then ban if continued.
